ABSTRACT
PT Kereta Api Indonesia (Persero) faces challenges in managing partner receivables due to a conventional, one-size-fits-all billing approach that cannot identify payment risk profiles early, causing the collection process to remain reactive and increasing the accumulation of bad debts. This study aims to build a predictive classification model for partner receivable collectibility using the C4.5 (Decision Tree) data mining algorithm, utilizing historical billing data from the Account Receivable Management System (ARMS) for the period January–December 2025. The research methodology follows the KDD (Knowledge Discovery in Databases) framework, covering data selection, preprocessing/cleaning, transformation, data mining, and interpretation/evaluation. After preprocessing and feature engineering, the data was split into training and testing sets at an 80:20 ratio and trained using the C4.5 algorithm to classify partners into two collectibility categories: Current (Lancar) and Non-Current (Tidak Lancar). The results show that the nama_jenis_Sewa Tanah attribute (land-lease transaction type) is the dominant predictor, selected as the root node with the highest Gain Ratio of 0.356, followed by tenor_hari and jenis_payment_SEWA ASET as splitting attributes at the next branching level with substantially smaller contributions. The resulting model achieved an accuracy of 90.0% on the testing set under an 80:20 split, with strong detection capability for the Non-Current class (recall of 96.4%). The decision rules extracted from the decision tree are transparent and actionable, allowing them to be applied directly by the collection team without requiring specialized data science expertise. This study concludes that the C4.5 algorithm is effective as a receivable risk mitigation instrument and supports PT KAI’s transformation of its collection practices from reactive to proactive.
