SISTEM KNOWLEDGE MANAGEMENT SYSTEM BERBASIS WEB GUNA MENINGKATKAN PELAYANAN ADMINISTRASI TERPADU DI DESA CILULUK KECAMATAN CIKANCUNG KABUPATEN BANDUNG
ABSTRAK
Pelayanan administrasi di tingkat desa sering kali menghadapi berbagai tantangan, seperti kurangnya dokumentasi pengetahuan, keterbatasan akses informasi, dan ketergantungan terhadap persoalan tertentu mengenai prosedur layanan. Desa Ciluluk, yang terletak di Kecamatan Cikancung, Kabupaten Bandung, merupakan salah satu wilayah yang menghadapi kendala tersebut, sehingga berdampak pada efektivitas dan efisiensi pelayanan kepada masyarakat. Oleh karena itu, penelitian ini bertujuan untuk merancang dan mengembangkan sebuah sistem Knowledge Management (KM) berbasis web guna meningkatkan kualitas pelayanan administrasi terpadu di desa tersebut.
Pendekatan yang digunakan dalam penelitian ini adalah metode Waterfall (Survei, Analisis, Desain, Implementasi, Pengujian, Operasional) sebuah kerangka kerja dalam pengembangan sistem informasi berbasis manajemen pengetahuan. Metode ini dipilih karena mampu menyelaraskan strategi organisasi dengan sistem informasi yang dikembangkan secara sistematis. Selain itu, menggunakan analisis regresi linier untuk mengukur pengaruh implementasi sistem terhadap peningkatan efektivitas pelayanan, berdasarkan indikator kinerja seperti waktu pelayanan, kepuasan masyarakat, dan jumlah permintaan layanan yang dapat diproses dalam kurun waktu tertentu.
Hasil pengembangan menunjukkan bahwa sistem KM yang dirancang mampu menyediakan fitur-fitur utama seperti basis pengetahuan prosedur layanan (knowledge), kolaborasi antar perangkat desa (diskusi) , dan akses layanan informasi secara daring oleh masyarakat. Uji coba sistem dilakukan terhadap perangkat desa dan masyarakat pengguna selama satu bulan. Berdasarkan analisis regresi linier terhadap data sebelum dan sesudah implementasi sistem, diperoleh hasil bahwa terdapat hubungan positif yang signifikan antara penggunaan sistem KM dan peningkatan kualitas pelayanan administrasi desa, dengan nilai koefisien determinasi (R²) sebesar 0.776. Artinya, sebesar 77,6% peningkatan kinerja pelayanan dapat dijelaskan oleh penerapan sistem ini.
Sistem ini tidak hanya meningkatkan efisiensi pelayanan, tetapi juga membantu transfer pengetahuan antar perangkat Desa, mengurangi risiko kehilangan pengetahuan akibat pergantian pegawai, dan memberikan akses transparan bagi masyarakat terhadap prosedur layanan. Dengan demikian, penerapan sistem Knowledge Management berbasis web berbasis metode Waterfall dan dianalisis dengan regresi linier terbukti efektif dalam mendukung transformasi digital di pemerintahan desa menuju pelayanan publik yang lebih baik, akuntabel, dan berkelanjutan.

ABSTRACT
Administrative services at the village level often face various challenges, such as a lack of knowledge documentation, limited access to information, and dependence on certain personnel who are familiar with service procedures. Ciluluk Village, located in Cikancung Subdistrict, Bandung Regency, is one of the areas facing these obstacles, which have an impact on the effectiveness and efficiency of services to the community. Therefore, this study aims to design and develop a web-based Knowledge Management (KM) system to improve the quality of integrated administrative services in the village.
The approach used in this study is the waterfall method (Strategic, Architecture, Data, Implementation, Process, and Organization), a framework for developing knowledge management-based information systems. This method was chosen because it can align organizational strategies with systematically developed information systems. Additionally, linear regression analysis was used to measure the impact of system implementation on service effectiveness improvements, based on performance indicators such as service time, community satisfaction, and the number of service requests that can be processed within a certain period.
The development results show that the designed KM system is capable of providing key features such as digital document management, a knowledge base of service procedures, collaboration among village devices, and online access to information services by the community. The system was tested on village officials and community users for two months. Based on linear regression analysis of data before and after system implementation, the results showed a significant positive relationship between the use of the KM system and improvements in the quality of village administrative services, with a coefficient of determination (R²) of 0.776. This means that 77,6% of the improvement in service performance can be attributed to the implementation of this system.
This system not only improves service efficiency but also facilitates knowledge transfer among village officials, reduces the risk of knowledge loss due to staff turnover, and provides transparent access for the community to service procedures. Thus, the implementation of the web-based Knowledge Management system using the Waterfall method and analyzed with linear regression has proven effective in supporting digital transformation in village governance toward better, accountable, and sustainable public services.
