OPTIMALISASI PERSEBARAN TEMPAT PEMBUANGAN SAMPAH (TPS) BERBASIS DATA GEOSPASIAL DI KECAMATAN BATUNUNGGAL, KOTA BANDUNG

ABSTRAK

Kecamatan Batununggal merupakan salah satu wilayah terpadat di Kota Bandung dengan kepadatan penduduk mencapai 25.452 jiwa/km2 dan memiliki 13 unit Tempat Pembuangan Sampah (TPS) yang memerlukan evaluasi efektivitas spasial. Penelitian ini bertujuan untuk menganalisis persebaran TPS berdasarkan empat kriteria utama yaitu kesesuaian lokasi, jangkauan pelayanan, kerawanan banjir, dan distribusi terhadap kepadatan penduduk dengan menggunakan pendekatan Sistem Informasi Geografis (SIG). Metodologi penelitian menggunakan analisis spasial multi-kriteria dengan memanfaatkan data dari OpenStreetMap, DEMNAS BIG, dan Badan Pusat Statistik. Parameter kesesuaian lahan dinilai berdasarkan jarak dari sungai (bobot 35%), aksesibilitas jalan (bobot 35%), dan kedekatan dengan permukiman (bobot 30%). Sementara analisis kerawanan banjir menggunakan parameter kelerengan lereng (bobot 25%), jenis tutupan lahan (bobot 45%), dan kedekatan dengan sungai (bobot 30%).

Hasil penelitian menunjukkan bahwa hanya 1 TPS (7,7%) yang berada pada lokasi dengan kategori "sesuai", 6 TPS (46,2%) berkategori "kurang sesuai", dan 6 TPS (46,2%) berkategori "tidak sesuai". Ditemukan area tidak terjangkau seluas 52,03 hektar dengan jarak lebih dari 600 meter dari TPS terdekat. Dari aspek kerawanan banjir, TPS Binong berada pada zona "sangat rawan", 4 TPS pada zona "rawan", dan 7 TPS pada zona "sedang". Distribusi TPS tidak proporsional dengan tingkat kepadatan penduduk, dimana Kelurahan Kebon Gedang dengan kepadatan sangat tinggi justru tidak memiliki fasilitas TPS. Berdasarkan analisis overlay multi-kriteria, teridentifikasi area rekomendasi seluas 151,11 hektar yang layak untuk penambahan TPS baru. Penelitian ini merekomendasikan relokasi TPS yang berada pada lokasi tidak sesuai, penambahan 3-4 unit TPS di wilayah tidak terjangkau, serta redistribusi fasilitas berdasarkan kepadatan penduduk untuk menciptakan sistem pengelolaan sampah yang efektif dan berkelanjutan di Kecamatan Batununggal.

ABSTRACT

Batununggal Sub-district is one of the densest areas in Bandung City with a population density of 25,452 people/km2 and has 13 Temporary Waste Collection Sites (TPS) that require spatial effectiveness evaluation. This study aims to analyze the distribution of TPS based on four main criteria: site suitability, service coverage, flood hazard risk, and distribution against population density using Geographic Information System (GIS) approach. The research methodology employs multi-criteria spatial analysis utilizing data from OpenStreetMap, DEMNAS BIG, and Statistics Indonesia. Land suitability parameters are assessed based on distance from rivers (35% weight), road accessibility (35% weight), and proximity to settlements (30% weight). Meanwhile, flood hazard analysis uses slope parameters (25% weight), land cover types (45% weight), and proximity to rivers (30% weight).

The research results show that only 1 TPS (7.7%) is located in a "suitable" category, 6 TPS (46.2%) are categorized as "less suitable", and 6 TPS (46.2%) are categorized as "unsuitable". An unreachable area of 52.03 hectares was found at a distance of more than 600 meters from the nearest TPS. From the flood hazard aspect, TPS Binong is located in a "very high risk" zone, 4 TPS in "high risk" zones, and 7 TPS in "moderate risk" zones. TPS distribution is not proportional to population density levels, where Kebon Gedang Village with very high density does not have TPS facilities. Based on multi-criteria overlay analysis, a recommendation area of 151.11 hectares suitable for new TPS addition was identified. This study recommends relocating TPS located in unsuitable locations, adding 3-4 TPS units in unreachable areas, and redistributing facilities based on population density to create an effective and sustainable waste management system in Batununggal Sub-district.
