ABSTRAK

Dinas Energi dan Sumber Daya Mineral (ESDM) Jawa Barat, khususnya Bidang Pertambangan, menghadapi tantangan inefisiensi operasional akibat proses kerja yang masih manual, pengelolaan data yang tidak terdokumentasi, dan sistem informasi yang terfragmentasi. Kondisi ini menghambat pencapaian sasaran strategis dan kepatuhan terhadap amanat Sistem Pemerintahan Berbasis Elektronik (SPBE) dalam Perpres No. 95 Tahun 2018. Penelitian ini bertujuan untuk menghasilkan sebuah perencanaan strategis Enterprise Architecture (EA) yang dapat meningkatkan efisiensi operasional. Metode penelitian yang digunakan adalah studi kasus kualitatif dengan menerapkan kerangka kerja TOGAF ADM, mulai dari Preliminary Phase hingga Phase E: Opportunities and Solutions. Pengumpulan data dilakukan melalui wawancara, studi dokumen, dan studi literatur. Hasil analisis arsitektur as-is mengidentifikasi permasalahan utama pada proses perizinan, pelaporan, pengawasan, dan layanan pengaduan. Sebagai solusi, dirumuskan arsitektur to-be yang merekomendasikan sistem E-Osmosys sebagai platform terpadu, didukung oleh database terpusat dan integrasi API dengan sistem eksternal. Validasi konseptual menunjukkan bahwa arsitektur yang diusulkan memiliki potensi peningkatan efisiensi yang signifikan, antara lain reduksi waktu proses rekapitulasi perizinan hingga 93,75% dan eliminasi redundansi data hingga 100%. Kesimpulannya, cetak biru yang dihasilkan menyediakan landasan strategis yang valid dan terukur untuk transformasi digital guna mewujudkan tata kelola yang lebih efisien, transparan, dan andal di Bidang Pertambangan.

ABSTRACT

The Energy and Mineral Resources (ESDM) Agency of West Java, particularly its Mining Division, faces operational inefficiency challenges due to manual work processes, undocumented data management, and fragmented information systems. This condition hinders the achievement of strategic goals and compliance with the mandate of the Electronic-Based Government System (SPBE) as stipulated in Presidential Regulation No. 95 of 2018. This research aims to produce an Enterprise Architecture (EA) strategic plan to enhance operational efficiency. The research method employed is a qualitative case study applying the TOGAF ADM framework, from the Preliminary Phase to Phase E: Opportunities and Solutions. Data was collected through interviews, document analysis, and literature studies. The analysis of the as-is architecture identified key problems in licensing, reporting, monitoring, and complaint handling processes. As a solution, a to-be architecture was formulated, recommending the E-Osmosys system as an integrated platform, supported by a centralized database and API integration with external systems. Conceptual validation indicates that the proposed architecture has significant potential for efficiency improvements, including a reduction in permit recapitulation processing time by up to 93.75% and the elimination of data redundancy by up to 100%. In conclusion, the resulting blueprint provides a valid and measurable strategic foundation for digital transformation to realize more efficient, transparent, and reliable governance in the Mining Division.
